New Logging Plan Will Cost Operators

California Resources Secretary Mike Chrisman says the state should raise $10 million from new fees to cover its reviews of logging plans while exempting smaller landowners from its timber harvest plan requirements.

Chrisman's proposal would increase the number of landowners who qualify as non-industrial tree farmers. He also proposes to exempt lots of one acre or less, or three acres or less that are regulated by local governments.

More controversial is his plan to charge timber operators a percentage of the timber's harvest value to cover the state's review of timber harvest plans. That proposal tracks the revised budget submitted by Governor Schwarzenegger two weeks ago.
