Youth Authority To Change PoliciesMonday, January 31, 2005 - 10:35 PM
The California Youth Authority agreed today to shift its prison-like institutions to a more community-oriented approach to settle a lawsuit.
Governor Schwarzenegger already had agreed to alter the authority's focus. But today's agreement sets specific timetables for how the authority will comply. By December, the authority will lay out a plan to provide rehabilitation; to place youths in the facility closest to their home when practical; to include families when possible; to minimize when youths are locked in their cells for 23 hours a day; and to emphasize positive reinforcement rather than punishment. The authority's director and advocates call it an historic agreement, though it contains few specifics other than deadline dates.
