A new study finds California´s taxpayers are getting shortchanged by the federal government for the 18th straight year.

The report by the California Institute, a Washington-based think tank, says Californians paid 235 billion dollars in federal taxes during 2003 — about 50 billion more than they got back in grants, contracts and other federal programs. Institute Executive Director Tim Ransdell calls California a “donor state.”
