Sacramemto, CA — For the fifth time in a row, California enters the new fiscal year without a state budget.
Lawmakers couldn´t agree on the budget plan before last night´s midnight deadline.
They deadlocked over a tiny fraction of spending in a plan likely to exceed $115 billion next year.
The swirl of late activity left budget negotiations somewhat uncertain.
