Report Outlines Benefits Of Universal Pre-School

Sacramento, CA — A recently released report says tax-payer funded pre-school programs provide numerous social benefits.

The Rand Corporation says such programs improve student performance and decrease drop-out rates and juvenile crime.

Analysts say that for every dollar spent on public pre-school programs, about $2.62 is returned in the form of social and economic benefits.

Legislators are considering the creation of a tax on high-income residents to fund a universal pre-school system.

The cost of such a program is estimated to be about $2 billion a year.
