Can a city have too much shopping?
A bill that claims just that has cleared its first hurdle in the California State Legislature.
Backers argue that cities are approving too many stores for sales taxes instead of houses for residents. They want to make cities less reliant on sales taxes and more dependent on property taxes. They believe that will help ease the state´s housing shortage.
