A new report says California€™s public health system is ill prepared to handle threats from infectious disease, bio-terrorism or environmental hazards.
The report comes from the Little Hoover Commission, a state government watchdog. The panel began its review after the terrorist attacks in 2001.
The commission wants the state to create a post of surgeon general who would oversee a public health department that focuses on emerging threats.
California€™s current health director, Diana Bonta, says the report is off the mark and is based on testimony by people who supported the commission€™s preconceived conclusions.
