State Turns Over Documents To Feds

California has given federal energy regulators thousands of pages of confidential documents that Governor Davis says prove energy companies manipulated the state´s power market to drive electricity prices to record highs. One of those companies is San Diego-based Sempra Energy, which denies the allegations. The state is seeking $9 billion in refunds for the state´s energy crisis in 2000 and 2001.
