A 10-year veteran of the Santa Clara County Department of Social Services has been arrested in the alleged sexual battery of a woman who was applying for benefits. Police said yesterday that Dinh-Lan Phan of Santa Clara was booked for investigation of false imprisonment, sexual battery and battery.
