A federal appeals court says parole boards and governors in western states cannot cite a disability when denying parole to inmates. The ninth U-S Circuit Court of Appeals says in a ruling today that doing so would be discrimination similar to denying parole based on an inmate´s race. And that´s illegal, the court reasoned.
