State Legislative Analyst Elizabeth Hill is expected to deliver grim news today when she reveals her in depth analysis of Governor Davis´ budget plan. Hill told key lawmakers yesterday that California now faces a possible 14.5 billion dollar budget shortfall in the current budget year and next.
