California´s non partisan legislative analyst says Governor Davis´ budget relies on overly optimistic assumptions and could result in a multi billion dollar deficit in the future.
Elizabeth Hill says the governor overestimated state revenues and the amount of federal funds California will receive, and he presumed education costs that are too low. She also says the Davis plan´s reliance on one time solutions and deferred spending to plug budget gaps could leave the state facing a four billion dollar shortfall after next year.
