The recent kidnapping and killing of Samantha Runnion is prompting the state to develop a mandatory child abduction alert system.
Governor Davis says the so-called California Child Safety AMBER Network will call on law enforcement agencies and broadcasters to spread alerts immediately after a stranger kidnaps a child. It expands local programs that already exist around the state.
In addition to the alert system, state officials have plans for preventive programs that will educate parents and children.
Davis also says he expects to sign a bill by late September that will make participation in the system mandatory in all counties.
