Ships are being loaded and unloaded at West Coast ports again. But finger-pointing indicates that the dockworker contract dispute is still at a standstill. Shipping companies claim that longshoremen are deliberately slowing the pace of work. The union says any problems are due to the massive amount of cargo that collected during a management lockout.
