Yuba County officials want to put 5,000 homes and a golf course atop a World War II-era combat range laden with explosives. But the Environmental Protection Agency is waving a red flag at a plan they call highly risky. The site is believed to contain unexploded bombs, rockets, grenades and mortar rounds.
