A Sacramento jury hit the state Department of Education and outgoing Superintendent Delaine Eastin with a four and a half million dollar judgment yesterday in a whistle-blower case. James Lindberg, who filed the lawsuit, said he and others were forced to quit or were fired after they reported a misappropriation of federal funds.
