Attorney General Bill Lockyer says he will not appeal a judge´s ruling requiring the state to release blacked
out portions of long-term power contracts.
But Lockyer said yesterday that he will ask the San Diego judge to give the state more time to appeal part
of her order. The announcement is a victory for news organizations that claimed the contracts used state money and should be open to inspection under the
California Public Records Act.
