Initiative Survives Court Challenge

A divided state appeals court in San Diego has ruled that the juvenile justice initiative Proposition 21 is constitutional. The ruling comes in the case of Charles Williams. He´s accused of shooting two classmates to death and wounding 13 others at Santana High School in Santee.
