Norman “Toby” Rice, a resident of Columbia, passed away on Monday, February 5, at Sonora Regional Medical Center. There will be a Vigil on Thursday, February 8, 7 PM at Heuton Memorial Chapel. A Funeral Mass is scheduled for Friday, February 9, 10 AM at St. Patrick’s Catholic Church. Heuton Memorial Chapel is handling arrangements.
