The filibuster does not stop the Senate from passing true bi-partisan legislation like Social Security, Medicare, Medicaid, the Civil Rights Act and others. But, as Arizona Democrat Senator Krysten Sinema says, without it, the country could begin “ricocheting wildly” every two years.
