Governor Gray Davis is welcoming a federal energy commission ruling that companies manipulated natural gas and electricity prices during the Calfornia energy crisis. The ruling is expected to be followed by an order to energy companies to refund more than $3 billion to California. The state has sought $9 billion dollars in refunds from soaring costs of natural gas and electricity during the period of shortages and blackouts in 2001.
