Flag Bill Might Fly

A bill giving residents of California´s 36,000 homeowners associations new rights to fly flags and put up signs is on its way to Governor Davis. The state Assembly voted 70-3 today to okay changes in the bill made by the Senate and sent it to Davis.
Supporters say the bill gives residents of association-governed neighborhoods the same constitutional rights as people in regular neighborhoods. An estimated eight million people live under associations in California– and most can´t put up signs in their yards.
The bill adds to legislation passed last year, which gave them rights to fly American flags.
