Poverty Rate High In San Joaquin County

The San Joaquin Valley has the highest child poverty rate in the state. The Public Policy Institute of California says nearly 40 percent of valley families with children under five live in poverty. The nonprofit organization says 16 percent of these families have no health insurance.
