San Bernardino Voting Process Troubles

State officials want San Bernardino County to explain why it can´t adopt touchscreen voting by 2004. The county registrar says too much change at once will cause the system to fail.
The county has used punch-card ballots for 12 years. Nine of California´s largest counties have been ordered to quit using such systems.
