Two animal rights groups, the Animal Protection Institute and the Fund for Animals are suing the California Department of Fish and Game, alleging the state is ignoring exotic animal protections adopted in 1985.

The suit says the department is violating state regulations by issuing permits to circuses and zoos that are under investigation by the U-S Department of Agriculture, and by giving permits to zoos that aren´t members of the American Zoo and Aquarium Association.
