It’s interesting to note that in 1979, then-Senator Joe Biden called for almost all spending to be approved by the single Appropriations Committee making all existing and new entitlements subject to funding “… thus effectively ending their entitlement status.” Where’s that Joe Biden? Now he refuses to even discuss entitlements and capping the debt ceiling.
