Why did the state transition to Medi-Cal Managed Care?

The goal of Medi-Cal Managed Care is to provide better care at a lower cost. The program focuses on primary and preventive care and providing more coordinated care for patients. In addition, with the expansion of Medicaid under the Affordable Care Act, which takes effect January 1, 2014, as many as one million Californians will become eligible for Medi-Cal. The Managed Care program is designed to better serve this expanded population.
