The Santa Rosa City Council wants more study of a proposed living-wage law that some see as economic justice and others call a potential budget-buster.
The law was proposed by a coalition of labor, religious and nonprofit groups. It requires the city and most contractors to pay a minimum wage of 15 dollars an hour with health benefits or $16.75 an hour without benefits.
The law also would make it easier for labor groups to organize contractors, set hiring quotas and require companies with city contracts to hire workers from companies that had held the contracts.
The proposal will be back before the council in 30 days.
