Governor Davis is pledging that he will not balance the state´s ailing budget with money that is slated to reimburse cities. Davis made the promise today to hundreds of local leaders at the League of California Cities annual conference in Sacramento. But he warned that other painful cuts will be required to make up an expected 12 billion dollar budget shortfall.
