San Francisco, CA — A new city audit criticized the San Francisco Public Utilities Commission for failing to protect the Hetch Hetchy aqueduct from terrorism, vandalism and theft.
The Board of Supervisors´ Budget Analyst says the city utilities agency has been slow to implement security measures to guard the 167-mile aqueduct.
The audit found that the agency has not spent nearly $4 million set aside for security improvements and has been slow to install electronic monitoring equipment.
The auditors were also concerned that emergency operation plans were not regularly updated.
