A special legislative committee has approved a state budget that scales back new education and health care
spending and includes 2.2 (b) billion dollars in rainy-day funds.

The six-member budget panel approved the 102 billion dollar budget at about 1:30 a.m.
Saturday after a week of marathon negotiating sessions.
