A federal judge is allowing Pacific Gas and Electric Company to continue as the sole designer of a plan to emerge from its 13.2 billion dollar bankruptcy. But U.S. Bankruptcy Judge Dennis Montali is also giving state power regulators nearly a month to show him they can develop an alternative.
