Davis Vetos OK

An appellate court has ruled in favor of Governor Davis´ practice of vetoing paroles for almost all murderers. The 3rd District Court of Appeal in Sacramento refused Monday to order the release of Norman Morrall, who shot his estranged wife seven times in 1981.
