A report finds that much funding from a state license plate program is not going to its intended destination.


In 2002 California started a September 11 license plate program, which was advertised as a way to help victims children attend college, and fund anti-terrorism efforts.


An Associated Press report found that $15 million has been collected since 2002, and only $80,000 has gone to scholarships. While around 40% has gone to anti-terrorism training programs, $3 million was used by Governors Schwarzenegger and Brown to plug budget deficits.
