Taxes Are In The Davis Budget Plan

Governor Davis has unveiled a plan to fill in an estimated $23.6 billion budget shortfall with deep cuts to health programs and tax increases on vehicle licenses and cigarettes. Davis had insisted for months that he had no plans to raise taxes. Davis says the state faces a shortfall almost double predictions in January.
