Ready for the signature of California Governor Gray Davis is the vehicle emissions control bill. Narrowly passed by the Legislature, the bill proposes the nation´s first state government crusade against carbon dioxide in vehicle exhaust. The governor has said that “in all probability,” he´ll sign the bill. Bitterly opposed, automakers call the bill a “backdoor” attempt to force higher fuel mileage from more than two million cars and trucks sold annually in California. Vehicle industry lobbyists have long maintained that no technology exists to remove carbon dioxide, a natural nontoxic byproduct of internal combustion.
