State Lawmakers Back At Work Today

California legislators return to Sacramento today to face a state budget mess that keeps coming back to haunt them. It´s been 92 days since they ended their longest budget deadlock on record. Now, lawmakers begin their 2003 session staring at another $20 billion-plus deficit- and the likelihood of another lengthy battle over spending cuts and tax increases.
