Schools Chief Wants Regulation Flexibility

California schools chief Jack O´Connell is asking federal regulators to give states more flexibility in how they assess schools´ improvement. He writes in a letter to Education Secretary Rod Paige that under the federal No Child Left Behind Act, the vast majority of schools will be identified as in need of improvement within a few years.
