Political observers are branding Governor Davis´s first statewide address on the ongoing power crisis “a
missed opportunity.´´
Davis spent much of his address urging energy conservation and defending his handing of the crisis. He attacked energy
wholesalers and federal regulators, and told Californians he now thinks rate increases are needed.
The speech comes as the operator the state´s power
grid is predicting more rolling blackouts this summer.
