Governor Davis says he will propose “substantially” more in midyear budget cuts to lawmakers this week than the $5 billion dollars he previously promised. Davis also is leaving open the possibility for the Legislature to enact tax increases during a special legislative session that begins Monday to close at least a $21 billion budget deficit.
